A forensic nurse examiner since 1995, Dr. Markowitz regularly serves as faculty, and as an expert consultant for the Judge Advocate General’s (JAG) Corps across the Department of Defense. She has consulted for a variety of universities and governmental agencies, including Peace Corps, the US Army Medical Command and the National Institute of Justice. She served as lead writer and researcher for the National Protocol for Intimate Partner Violence Medical Forensic Exams and the 3rd edition of the National Protocol for Sexual Assault Medical-Forensic Examinations: Adult/Adolescent, published by the U.S. Department of Justice Office on Violence Against Women (OVW) in May 2023 and September 2024 respectively. Past national activities include working with OVW to develop earlier editions of the national protocol and training standards for Sexual Assault Medical-Forensic Examinations; with the U.S. Department of Defense to revise the military’s Sexual Assault Evidence Collection kit and corresponding documentation forms; with the US Army Surgeon General to write the curriculum for training Sexual Assault Medical Forensic Examiners in Military Treatment Facilities; and as an Advisory Board member for the National Sexual Violence Resource Center. In 2012 Dr. Markowitz served as President of the International Association of Forensic Nurses. She has been a sitting member of the Defense Advisory Committee on Investigation, Prosecution, and Defense of Sexual Assault in the Armed Forces since its inception in 2017. Dr. Markowitz is the author or ao-author of a variety of research compilations, peer-reviewed research articles, book chapters, monographs, curricula, and other professional resources in the area of sexual assault, domestic violence and strangulation.
Dr. Markowitz completed her undergraduate education education (B.A.) at Case Western Reserve University in Cleveland, Ohio and all of her nursing education, including a certificate as a Women’s Health Nurse Practitioner and a clinical doctorate in nursing (N.D.) at the University of Colorado Health Sciences Center in Denver, Colorado.
